Yes, Lightroom mobile can import and edit raw files. Whether or not this is possible with your phone is a different matter, due to the nature of how different phones store files.
Of course, you will always be able to import raw files into Lightroom Classic or Lightroom CC, and then synchronize a collection or your entire catalog with the cloud and LR Mobile, then you will be able to view and edit your raw photos from your phone. You may not, however, actually be storing those raw files on your phone, of course.
